Anyone wishing to connect must submit an appropriate application to the energy company and attach a copy of their identity document.
In case of division of real estate, the new consumer must pay the fee for the package offered for the installation of a smart meter, as specified in Appendix No. 4 to the Rules, for the service with a full technological cycle, if:
a) there is a division of real estate connected with a capacity of 0 to 10 kW into one real estate and the owner of the divided real estate requests a connection with a capacity of 0 to 10 kW;
b) in case of division of the real estate of a consumer connected with a capacity exceeding 10 kW, there is an agreement between the parties on the division of capacity and the existing capacity is sufficient to supply the old and divided property with a capacity of at least 10 kW;
c) One or more real estate properties in a building are supplied with electricity (through a registered customer), there is a request for individual connection of a new facility to the distribution network in this building, and only arrangement of a metering node is required to supply this facility with a capacity of at least 10 kW.
The customer is obliged to apply to the system operator with an application “On increasing the electricity connection capacity by the customer” and, before submitting the application, pay 50% of the fee for increasing the electricity connection capacity indicated in the application. The remaining amount must be paid by the customer within 5 working days after the completion of the work.
If 0.4 sq. (380/220V.) and 6/10 kV voltage consumer increases the actual electricity connection capacity by more than the connection capacity provided for in the technical conditions so that it is necessary to change the technical conditions for connection and/or requests a transition to a high voltage level (change), in such case, the system operator must issue a new technical condition and arrange the electricity supply system of this consumer (provide a full technological cycle) in accordance with the requirements of the new technical condition, in addition, the consumer must pay the fee for increasing the electricity connection capacity, which is calculated as follows:
a) If the increased (required) capacity and/or the requested voltage level is transferred to another offered package for connecting a new facility to the distribution network, the consumer must pay the fee for the corresponding package for connecting a new facility to the distribution network, minus the fee determined by that offered package for connecting a new facility, which is corresponding to the connection capacity specified in the technical conditions of the existing connection of the user.
b) If the requested capacity does not exceed the scope of the proposed package for the connection of a new facility to the distribution network, to which the connection capacity specified in the technical conditions of the existing connection of the user corresponds:
b.a) In order to provide the requested capacity, the system operator must reconstruct the electrical network and metering node connecting to this user and/or purchase, construct and install other equipment, the user must pay a fee calculated for each kW, the fee for the proposed package for the connection of a new facility to the distribution network divided by the maximum capacity of this package and multiplied by the additional kW requested by the user;
b.b) If the supply of the capacity requested by the user does not require the reconstruction of the electrical network and metering node connecting the user and/or the purchase of other devices, construction and installation of other equipment, the user does not pay any fees.
