Subject to prior notification to the distribution system operator (DSO), a consumer is entitled to operate a self-generation facility, provided that no electricity is injected into the distribution network and is fully consumed for the consumer’s own consumption. The injection of electricity generated by a self-generation facility into the distribution system operator’s distribution network is permissible only if the generation facility is registered with the distribution system operator as a micro-capacity power plant, or is registered in the electricity wholesale market as a generation licensee or a small-capacity power plant in respect of that same generation facility.
The injection of electricity into the distribution network shall be restricted by the consumer through the installation of appropriate automation or other technical means within the consumer’s internal network, and/or by implementing a specific configuration of the internal network that technically limits the injection of generated electricity into the distribution network.
For the purpose of monitoring the injection of electricity into the distribution network, a bidirectional meter shall be installed for a consumer owning a self-generation facility, in accordance with the following procedure:
Upon detection of the use of a self-generation facility, the distribution system operator shall notify the consumer of the prohibition of electricity injection into the distribution network until the generation facility is registered with the distribution system operator or in the electricity wholesale market in accordance with the applicable legislation, and shall provide the consumer with a reasonable timeframe for registration, which shall not exceed 3 months. Upon the expiration of this timeframe without result, if the consumer has not requested the installation of a bidirectional meter through an appropriate application within this period, the distribution system operator shall install the bidirectional meter itself and charge the consumer the smart meter installation fee, in accordance with the packages defined in Annex No. 4 of the "Electricity Distribution Network Rules" (hereinafter – the "Rules"), approved by Resolution No. 19 of June 28, 2021, of the Georgian National Energy and Water Supply Regulatory Commission.

In the event of a breach by the consumer of the obligation to restrict the injection of electricity into the distribution network—where the generation facility owned by the consumer is not duly registered in the retail or wholesale electricity market in accordance with the applicable legislation, and the data recorded by the bidirectional meter installed for the consumer confirms the unauthorized injection of generated electricity into the distribution network—the distribution system operator shall take appropriate measures, including:
Determining a reasonable timeframe for the consumer to install appropriate automation or other technical means within the internal network; and upon the expiration of this timeframe without result, the distribution system operator shall itself install the appropriate automation and request a one-time reimbursement from the consumer for the costs incurred to prevent the injection of electricity into the distribution network.
Confirmation of Installed Capacity
A consumer owning a self-generation facility (excluding energy production facilities registered in the wholesale market) with an installed capacity of 50 kilowatts or more, who connected to the distribution network before October 1, 2025, is obligated to submit to the system operator, by September 1, 2026, a conclusion/act regarding the installed capacity of the self-generation facility in their possession, as provided by the Rules.
A consumer owning a self-generation facility (excluding energy production facilities registered in the wholesale market) with an installed capacity of 50 kilowatts or more, whose connection application is in the process of fulfillment as of October 1, 2025, is obligated to submit the conclusion/act regarding the installed capacity of the self-generation facility to the system operator within 8 months from the completion of the connection works.
In the event of failure to submit the aforementioned conclusion/act, the system operator shall itself carry out the confirmation of the installed capacity of said consumer’s self-generation facility, subject to notification regarding the exact date of inspection provided by Paragraph 9 of Article 22(2) of the Rules and the condition of charging the corresponding fee. Furthermore, if the representative of the system operator is intentionally denied access twice in a row for the purpose of determining the installed capacity of the self-generation facility, the energy production facility shall lose the status of a micro-capacity power plant from the settlement month following the recording of this fact, and the conditions provided for in Article 22(1) of the Rules shall apply to it.
