Non regulated new connection

A new connection is considered non-regulated if the capacity requested in the application does not fall within the established service packages for regulated new connections; or if the facility, based on the voltage indicated in the application, is located beyond the following distances from the distribution network owned by the Distribution Licensee (within its licensed area of operation):

  • For a new 0.4 kV facility: beyond a 600 m radius from the 0.4 or 6-10 kV distribution network owned by the Distribution Licensee;

  • For a new 6/10 kV facility: beyond a 6 km radius from the distribution network owned by the Distribution Licensee.

 

Furthermore, this applies to connection requests for 35 kV and higher voltage consumers (or their networks) to the distribution grid, or any connection type to which standard new consumer connection fees do not apply. The development of the power supply system for such facilities and/or the construction of the connection to the existing distribution network shall be carried out by mutual agreement between the Distribution Licensee and the Applicant. In the event of a disagreement, the Applicant shall ensure the necessary design and construction/installation works (either independently or through another contractor).

Regardless of any disagreement, the Distribution Licensee is obligated to issue the Technical Conditions for the connection free of charge within 2 weeks of receiving the application. These conditions may not be unilaterally amended during their validity period (which shall be no less than one year). The Technical Conditions shall include, among other details, the following:

  • Point of connection;

  • Voltage level;

  • Connection capacity (as per the project).

 

In cases where the Applicant (independently or through a third party) undertakes the design and construction/installation works required for the connection in accordance with the issued Technical Conditions, the Applicant is obligated to:

  • Fully comply with the requirements set forth in the Technical Conditions;

  • Provide prior written notice to the Distribution Licensee regarding the commencement of construction/installation works, allow for technical supervision (if conducted by the Licensee), and adhere to all written instructions issued by the Licensee in accordance with technical regulations;

  • Submit a request to the Distribution Licensee upon completion of the construction/installation works, asking for the installation of the metering node and the execution of grid interconnection (tie-in) works. Additionally, prior to submitting this application, the Applicant is required to prepay 50 percent of the "metering node installation fee," based on the capacity requested for each facility and the number of individual metering nodes (including the fee for the multifunctional metering system as defined in Annex №4, according to the offered packages). The remaining balance must be paid by the consumer within 10 days from the date the electricity supply commences.
