Increase of capacity

The customer is obliged to inform the system operator about the request to increase the power to be connected to the distribution network, and the system operator is obliged to control and limit the power connected to this facility in accordance with Article 11, Clause 31 of the Rules. The customer is obliged to apply to the system operator "on increase of the power connected by the customer" (the standard form of the application is approved by the Commission). The mentioned application form is also used when there is a request by the customer to switch to a higher voltage level (change).

Discussion of the application “On increasing the electricity connecting capacity” by the customer and satisfying shall be carried out with that rule and terms as determined by articles 17 and 18 of the rules if other cterm of service by this article is not defined.

Customer is obliged to pay 50 % of the fee for increasing the electricity connecting capacity represented into the request form before submission of application “On increasing the electricity connecting capacity”. Payment of the rest amount by the customer should be done within 5 working days from the day when the works are completed, if the parties did not agree on other terms for payment of the cost in written form (in material or electronic form).

System Operator is obliged to state the compliance of the request and request indicated in it within 10 working days from request receipt and notify applicant immediately on response, as by SMS, also through electronic way as given into the request or in case of establishing the material error, refusal should be confirmed. In opposite case, request (application) will be considered as received. In case if the error is stated into the request, System Operator has to return to the customer paid amount within 10 days term on the account indicated into the request.

If the customer of 0,4 kv (380/220 v) and 6/10 kv voltage increases electricity factual connecting capacity by more than connecting capacity foreseen by the technical specification in such way that change of connecting technical specification is needed or/and requires move(change) to the high voltage stage, in such case issuance of the new technical specification should be done by System Operator and also organization of electricity supply system of this customer (provision with the entire technological cycle) in line with the new technical specification requirements, herewith, customer shall pay the cost for increase of electricity connecting capacity that is calculated in the following way:

a) If the increased (requested) capacity and/or the requested voltage level is transferred to another offered package for connecting a new facility to the distribution network, the consumer must pay the fee for the corresponding package for connecting a new facility to the distribution network minus the fee for the new facility connection specified in the offered package for connecting the new facility, which corresponds to the connection capacity specified in the technical conditions of the consumer's existing connection. In the event that the fee for the corresponding package for the requested connection does not exceed the fee for the existing capacity, the consumer must pay the fee for the proposed package for installing a multifunctional electronic metering system approved by Appendix No. 4, which corresponds to the voltage level and connected capacity requested by him;

b) If the requested capacity does not exceed the scope of that offered package of new object connection to the distribution network with what connecting capacity determined by existed connection technical specification of the customer is in compliance:

b.a) For supply of requested capacity it is necessary to reconstruct of electric network and metering knot connecting to this customer by System Operator or/and purchase of the other facilities, construction and installing. Customer shall pay the cost that is calculated per each kW, cost of corresponding connecting offered package of new object connection to the distribution network divided to the maximum capacity of this package and multiply to additionally requested kW by the customer.

b.b) If the capacity supply requested by the customer does not need reconstruction of electric network and metering knot connecting to the customer, or/and purchase of the other facilities, construction and installing, than payment of the cost by the customer is not done.
In cases foreseen by the subparagraphs “a” and “b” of Paragraph 5 of this article, System Operator is obliged to satisfy customer’s demand on capacity requested by the application within the term determined by package offered by Rules N2 and annex.

If the consumer requests a capacity that is not subject to the capacity increase fee, in such a case, the process shall be carried out in the same manner and under the same conditions as specified in the case provided for in paragraph 17 of Article 18 of the Rules. Regardless of who performs the work provided for in this Article, the fee for the installation of the multifunctional electronic metering system specified in Appendix No. 4 of the Rules shall be paid for the installation and commissioning of the metering node according to the packages offered.

If there is a request on electricity connecting capacity increase on 6/10 kv voltage stage by connecting capacity less than 501 kW capacity or at 35/110 kv voltage by the connecting capacity less than 5001 kW, such request can be met only deriving from the technical necessity of the customer (person who wants capacity increase), if organizing of metering knot at lower voltage is impossible. The mentioned paragraph is not spread on connecting capacity increase on that same voltage stage of 6/10 kv and 35/110 kv voltage customers.
