a) new connection is non-regulated if the there is such connection on the object when the capacity requested by application is not included in the requested packages of regulated new connection, also the object according to voltage indicated in the application is away from the company owned distribution network with more distance (where carries out electricity distribution activity):   in case of 0,4 kv voltage new consumer(6/10 kv and 0.4 kv) – in radius more than 600 m; in case of 6/10 kv new customer – in radius more than 6 km; also, if there is request for connection of 35 kv and higher voltage new consumer or consumers (new consumer’s or consumers’ network) to the distribution network or such type connection request on what the cost of new consumer’s connection to the distribution network is not spread, organization of electricity sypply system of such object or/and construction of connection to the existed electricity distribution network shall be carried out upon agreement between the licensee and person willing to be connected (applicant), and in case of disagreement, person willing to be connected ensures needed project and construction-installing works personnely (through own or other construction enterprise). despite of disagreement, distribution licensee is obliged to issue technical specification for free connection to the distribution network within 2 weeks period from receipt of the application. within the activity term of issued technical specification (no less than throughout 1 year) unilateral change is forbidden. technical specification of connection shall include the following information together with other information; connection point connection voltage level capacity to be connected (in accordance with the project) if the person willing to be connected (personally or through other person) ensures project and construction-installation works required for the connection in accordance with the issued technical specification, person willing the connection is obliged to: totally follow the requirements foreseen by technical specification of connection; report to the distribution licensee on construction /installation works of connection in advance, not to hinder technical supervision of construction (in case of supervision by distribution licensee) and fulfill written form instructions of distribution licensee deriving from the requiremet of technical regulations. apply to distribution licensee with application requesting arrangement of the metering knot and fulfillment of network break in activities after completion of construction-installation works for connection of object, herewith, he/she is obliged to pay 50% of the cost for organizing the metering knot before submission of application in accordance with the capacity requested by application for each consumer in accordance with requested capacity by the application and quantity of individual metering knots (annex no 6, according to the defined offered packages). payment of the remaining amount shall be done by new consumer within 10 days from the date when electricity supply is commenced. b) when jointly requesting two or more new customers connection, in addition to the fees set out in annex n4 of the new customer connection to the distribution network, the applicant shall also pay an additional fee of 100 gel (including vat) for each new customer. in case of connecting a 20-apartment building block, along with the connection capacity cost envisaged by the design documentation, the applicant will pay an additional gel 2000 for the installation of the metering unit. c) in case of two or more customers connection simultaneously, multi flat (residential customers) simultaneous load ratio grid for gasified sector.   number of customers        new ratio           2   0.78  3   0.67  5   0.56  6   0.53  9   0.47  12   0.43  15   0.40  18   0.39  24   0.37  40   0.33  60   0.3  100   0.28  150   0.27  200   0.26  250   0.26 

in case of division of real estate, the new customer must pay for the full technological cycle service according to appendix no. 3 of the rules, and in case of division of an object with smart meters - the fee for the package offered for the installation of a smart meter specified in appendix no. 4 (the fee provided for in article 18, clause 2 of the rules in accordance with the payment procedure), if: a) real estate connected with a power of 0 to 10 kw is separated by one real estate, and the owner of the separated real estate requests connection with a power of 0 to 10 kw; b) when dividing the real estate of a customer connected with a power greater than 10 kw, there is an agreement between the parties on power sharing and the existing power is sufficient to supply the old and separated property with a power of at least 10 kw; c) one or more real estates in the building are supplied with electricity (through a registered customer), there is a requirement to connect a new facility to the distribution network individually, and this facility has at least 10 kw. for power supply, it is only necessary to arrange a metering node. in the case provided by paragraph 2 of this article, the fee for connecting a new facility to the distribution network does not apply to the restoration of the electricity supply of a facility belonging to a non-household customer, if the customer was supplied with electricity not through the system operator, but through the electric network owned by him or another person. in such a case, the restoration of electricity supply should be done in accordance with the conditions and procedures provided by article 18, clause 17 of the rules.

rules and requirements for the connection of the new object (residential place, enterprise or other object) to the distribution network also are spread on electricity supply resumption of the object owned by that nonresidential customer, who is not supplied with the electricity and in last 10 years did not consume electricity on this site from distribution network and did not address system operator for electricity supply resumption (in the same period). restoration procedure of the old customer registration is the following: 1. person who wants to be connected (applicant) is obliged to make an apppeal to jsc “energo-pro georgia” with the relevant application, requesting the connection to the distribution network (electronic or written form) that should be attached by  any document (old technical specifications, act for site connection and etc.) that will confirm the fact (if such exists) of electricity supply in past (no more than 10 years in case of non-residential) 2. jsc “energo-pro georgia” will conduct the survey on site and in case of the applicant’s request is confirmed will draft corresponding technical specifications and hand over within 2 weeks period. 3. after fulfillment of the commitments defined by technical specifications, applicant is obliged to address jsc “energo-pro georgia” with the request “organizing the metering knot when non regulated connection” in written form that will be attached by confirming payment task or bill for the arranging the metering knot.

upon customer’s request it is possible to provide him with the reserve feeding (this needs drafting the corresponding agreement),system operator can ask the customer once reimbursement of the expenses spent for providing the customer with reserve feeding in accordance with the advanced concluded agreement. condition defined by the first paragraph of this article is applied for supplying those storages, garages, elevators, lightings and other sites or/and facilities with electricity that should be carried out separately in accordance with the request of the customer (or customers)download the application form here: form of reserve feeding

in case when the part of real estate under ownership of the person is handed to the other one in a temporary use, registration of temporary user (direct user) as for the customer (if such request exists), observing the terms foreseen by the rules, it can be carried out after proper arranging of metering knot, by what definition of electricity individual consumption of this customer would be possible by system operator. in case defined by this paragraph, organizing the metering knot and electricity wiring for the customer is the commitment of the system operator. despite the mentioned, system operator is obliged to draft the act on meter inspection (metering knot) in line with the requirements of the rule. in case of temporary use of part of real estate by the customer, if receipt of electricity by the customer is done through owner’s electricity, after what branching on different customers of electricity network is done, purchase of the electricity consumed by this customer is carried out on control meter installed before the branching. for this customer, the noted meter is the settlement meter and pays cost of consumed electricity with that tariff on which voltage electricity receipt and registration in this meter is done from the system operator network. in such case, accordingly supplier or/and system operator are obliged in accordance with the requirements defined by system operator rules: a) carry out service to each customer in accordance with the terms defined by the acting legislation and rules b) payment with the customer to be carried out individually, also bill individual fee in accordance with the electricity consumption. c) difference caused by the technical loss between the sum of each customer individual meters and control (settlement) meter, distribute proportionally of electricity consumed by the customers d) among the customers, in regard with the billing and in which case, study the issue and fix the position; e) in case of necessity, make correction of the database on the control(settlement) and individual meters’ reading of customers according to the acting legislation and terms defined by the rules f) in case when the debt billed by the customer is not paid timely, request on suspension of electricity sypply by the supplier, should be executed by system operator and electricity supply on settlement meter shall be done with the condition for electricity supply suspension of that customer on whom the debt occurs. use of this subparagraph by supplier or system operator is possible only in that case if suspension of electricity supply to the mentioned customer is not managed by system operator. if one or more independent person is placed in one building, which remetering is impossible in technical view point or is not admisable, only in case of advance approval of the commission, system operator is authorized, based on the material or electronic form agreement drawn up with the mentioned persons register them as customers after registration as individual customer. calculation of the electricity volume consumed by them will be carried out through the meter registering the common consumption. in such case system operator is obliged to: a) submit contract foreseen by this paragraph to the commission timely; b) make each person as individual customer and carry out service based on the rules and agreement concluded with them.

issues related to the movement of the electrical distribution network (110/35/10/6/0,4kv voltage electricity transmission line, transformer point, electrical facility etc.) are regulated by resolution no 366, december 24, 2013 of government of georgia by what “rule of  protection of  electrical network line constructions and  their protection zone” is approved.  according to the subparagraph “a” of first part of article 4 of this resolution, movement of electric distribution network is carried out at expense of person interested in movement in accordance with the technical specifications established by the owner of electricity distribution network.   herewith, jsc “energo-pro georgia” expresses its readiness  to act  in accordance with the resolution no 366 of government of georgia and in case of consent  given  by the applicant in the written form  issue technical specifications required for the movement of electrical distribution network.at the request of the customer it is possible to reconstruct the distribution network, including the metering node. this requires an appropriate contract with the distribution network operator. the system operator is obliged to demand a one-time reimbursement of the costs incurred by the customer for the provision of this request, in accordance with the pre-concluded contract. however, the customer request can be fulfilled under standard or non-standard conditions. the system operator is obliged to define and make publicly available the distribution network, including the metering node, reconstruction, complete technological cycle of service, standard and non-standard conditions, term and cost of service. it is authorized to set different prices for standard conditional services according to the term of work, voltage, capacity, type of consumption, as well as the place of work to be performed and / or other criteria. however, the offer of the same service by the system operator to different persons (users) using the system must be carried out under equal contract terms.download application form here:metering knot reconstruction formgrid reconstruction/modernization formnetwork reconstruction form
