the customer is obliged to inform the system operator about the request to increase the power to be connected to the distribution network, and the system operator is obliged to control and limit the power connected to this facility in accordance with article 11, clause 31 of the rules. the customer is obliged to apply to the system operator "on increase of the power connected by the customer" (the standard form of the application is approved by the commission). the mentioned application form is also used when there is a request by the customer to switch to a higher voltage level (change). discussion of the application “on increasing the electricity connecting capacity” by the customer and satisfying shall be carried out with that rule and terms as determined by articles 17 and 18 of the rules if other cterm of service by this article is not defined. customer is obliged to pay 50 % of the fee for increasing the electricity connecting capacity represented into the request form before submission of application “on increasing the electricity connecting capacity”. payment of the rest amount by the customer should be done within 5 working days from the day when the works are completed, if the parties did not agree on other terms for payment of the cost in written form (in material or electronic form). system operator is obliged to state the compliance of the request and request indicated in it within 10 working days from request receipt and notify applicant immediately on response, as by sms, also through electronic way as given into the request or in case of establishing the material error, refusal should be confirmed. in opposite case, request (application) will be considered as received. in case if the error is stated into the request, system operator has to return to the customer paid amount within 10 days term on the account indicated into the request. if the customer of 0,4 kv (380/220 v) and 6/10 kv voltage increases electricity factual connecting capacity by more than connecting capacity foreseen by the technical specification in such way that change of connecting technical specification is needed or/and requires move(change) to the high voltage stage, in such case issuance of the new technical specification should be done by system operator and also organization of electricity supply system of this customer (provision with the entire technological cycle) in line with the new technical specification requirements, herewith, customer shall pay the cost for increase of electricity connecting capacity that is calculated in the following way: a) if the increased (requested) capacity or/and requested voltage stage goes to the other offered package of new object connection to the distribution network, customer shall pay the cost for relevant package of new object connection to the distribution network, minus the cost determined by that offered package for new object connection that is in compliance with the connection capacity defined by technical specification of existed connection of the customer; b) if the requested capacity does not exceed the scope of that offered package of new object connection to the distribution network with what connecting capacity determined by existed connection technical specification of the customer is in compliance: b.a) for supply of requested capacity it is necessary to reconstruct of electric network and metering knot connecting to this customer by system operator or/and purchase of the other facilities, construction and installing. customer shall pay the cost that is calculated per each kw, cost of corresponding connecting offered package of new object connection to the distribution network divided to the maximum capacity of this package and multiply to additionally requested kw by the customer. b.b) if the capacity supply requested by the customer does not need reconstruction of electric network and metering knot connecting to the customer, or/and purchase of the other facilities, construction and installing, than payment of the cost by the customer is not done. in cases foreseen by the subparagraphs “a” and “b” of paragraph 5 of this article, system operator is obliged to satisfy customer’s demand on capacity requested by the application within the term determined by package offered by rules n2 and annex. if customer requested such capacity on what the fee for capacity increase is not spread, in such case, process should be carried out with the same rule and terms as defined in case foreseen by the paragraph 18 and 17 of these rules. despite by whom the works foreseen by this article is performed, for organizing the metering knot and cutting works, payment should be done in accordance with the offered packages “cost of organization of metering knot” defined by the rules and annex no 3. if there is a request on electricity connecting capacity increase on 6/10 kv voltage stage by connecting capacity less than 501 kw capacity or at 35/110 kv voltage by the connecting capacity less than 5001 kw, such request can be met only deriving from the technical necessity of the customer (person who wants capacity increase), if organizing of metering knot at lower voltage is impossible. the mentioned paragraph is not spread on connecting capacity increase on that same voltage stage of 6/10 kv and 35/110 kv voltage customers.

in accordance with the paragraph 3 of article 24 of “electricity distribution network rules” of resolution no 19 of georgian energy and water supply regulatory national commission”, system operator is obliged to determine and make public assessable the standard terms of temporary connection to the distribution network and service cost including 220 v10 kw and 380 v 30 kw capacities to the temporary connections from the existed distribution network in 100 m radius; herewith, system operator is obliged to define other terms differed from this paragraph on temporary connection with the standard term. term for the temporary connection with the standard condition should not exceed 12 months, except the case for applying the temporary connection for construction or repair purpose. in such case term for temporary connection with the standard condition can be increased. package   type   cost   fulfillment terms 0-10 kw0.22kv   simple   687   7 working days   complicated   2673   20 working days from receipt of the approval on construction 0-10 kw0.38kv   simple   1159   7 working days   complicated   3447    20 working days from receipt of the approval on construction 10-30 kw0.38kv   simple   1285   7 working days   complicated   5700   20 working days from receipt of the approval on construction in case of standard connection request, person interested in shall address us with the application on temporary connection to the network that will be attached by the tax task or bill confirming the cost for connection of relevant package. system operator reviews the application of the person interested in connection with the standard term within 12 working days and makes decision on satisfaction of the request with the full technological cycle. simple connection means such type of connection when for full technological cycle of temporary connection of the object to the network, strengthening of existed distribution network (increase the existed wire section), construction of new network (installing of additional abutments or/and getting any permission is not needed and is embraced only by the required works in connection point of the customer to the system, and in case of necessity by organizing the corresponding wire of metering knot. complex connection means all other such type connections that does not belong to the simple type category. the bellow listed should necessarily be included into the standard request form ( in opposite case the error will be stated): 1. cadastral code of the real estate and in case of residential customer – number and address of the customer 2. the relevant point of the standard condition publicly offered by the system operator.corresponding paragraph of the standard term/condition offered by the system operator in public form 3. requested voltage and capacity 4. other required paragraphs that are foreseen by the standard request form application shall necessarily be attached by: 1. document confirming the advance payment offered for the temporary connection service with the standard terms by the system operatori n public form 2. agreement on supply signed by the person who wants connection 3. photo material 3.1. full view of the place of the object to be connected and existed distribution network 3.2. view of that place of distribution network from where you want supply to be carried out the bellow is desirable to be attached to the application: 1. condition offered by the system operator in public form (attaching of the printed out version from web page is possible as well) 2. other documentation that is needed for providing the temporary connection annex download here: application form for standard temporary connection

in accordance with the paragraph 6 of article 24 of “electricity distribution network rules” of resolution no 19 of georgian energy and water supply regulatory national commission” : person who wants temporary connection with standard condition addresses system operator with the standard form application on “temporary connection request” and pays the cost offered for this service by the system operator in public form in advance. herewith, existence of standard condition does not deprive the right to the customer request connection with non standard condition upon application based on the corresponding technical specification.   non standard all connections that are not foreseen by the standard connection packages. non standard is the connection when customer himself asks for non standard connection. person who wants temporary connection with non standard condition addresses system operator with the request of issuing the technical specification of temporary connection. system operator reviews the application of person who wants temporary connection with non standard condition within 10 working days and issues technical specification of temporary connection that includes the point for connection to the existed distribution network, voltage stage and capacity for connection. in case of fulfillment of the temporary connection works with non standard conditions with mutual agreement, agreement between the system operator and customer is concluded by what commitment of the parties, work due to implementation and issue of ownership/possession formed as a results of this work are precisely defined. in case of temporary connection with non standard condition, if connection works embrace strengthening of existed distribution network, system operator is authorized to request from the person who wants the temporary connection reimbursement of the expenses needed for strengthening the network completely. at temporary connection with non standard condition, if the term required for temporary connection exceeds 3 calendar months, after completion of the works foreseen by the technical specification of temporary connection, customer is authorized to organize metering knot himself or ask system operator to carry out the service of organizing the metering knot. after completion of the works foreseen by technical specification, addresses system operator with request to start electricity supply and in case of requesting the organization of metering knot by the system operator will also pay the cost defined for the corresponding package in line with the annex no 3 of rules. in case of the case foreseen by paragraph 15 of this article , system operator will organize metering knot and will start supply within the term defined by the annex no 3 of the rules. annex download here : application form of non standard temporary connection

the second stage of connection to the distribution network includes the performance of the works stipulated in the technical conditions for connection, the agreement of the technical project by the system operator and the successful completion of the requirements specified in articles 121-136 of the “grid rules”, the operational notification specified in articles 138-145 and the compliance testing specified in articles 150-165.   stage ii of connection of a small power plant to the grid begins after the parties sign the connection agreement stipulated in article 69, paragraph 1, article 6 of the above-mentioned rules and pay the connection fee in full.   for the connection of a small power plant to the distribution network, a connection point (network readiness) fee is determined, which is determined according to the connected capacity and is calculated as follows:   where, - the connection point (network readiness) fee of the power plant; - the installed capacity of the power plant; - the fee for 1 mw of connected capacity of the power plant:   for plants with an installed capacity of up to 2 mw, k = 60,000 gel (including vat); for plants with an installed capacity of 2 mw - 15 mw, k = 300,000 gel (including vat). for example: in case of a request for 2 mw, the network readiness fee is 2 × 60,000 = 120,000 gel. in case of a request for 3 mw, the network readiness fee is 3 × 300,000 = 900,000 gel.   the applicant (applicant) is obliged to pay the second stage connection fee in full within 20 (twenty) working days after the parties sign the connection agreement provided for in article 69, article 6, paragraph 1 of these rules, which is calculated as follows:   a. in case of installing a cell in a substation owned by the system operator, the second stage connection fee is the sum of the second stage connection fee to the electricity distribution network determined in annex n6 to these rules in the case of installing a cell in a substation of the system operator and the network readiness fee calculated in accordance with article 69, article 2, paragraph 13 of these rules.   b. in case of intrusion into the power transmission line belonging to the system operator, the fee for the second stage of connection shall be only the network readiness fee provided for in paragraph 13 of article 69, paragraph 2, of these rules.    

connection of small capacity power plant to the network is regulated by the rules of “electricity distribution network” of resolution n19 dated on june 28 of 2021 approved by the national energy and water supply regulatory commission of georgia where  the prima chapter xvi/1 is dedicated.   connection to the distribution network is carried out in two stages:   first stage – includes submission of the documentation requested by the article 69 prima article 3 of these rules  and application  from the person/entity who wants to be connected to the electricity distribution network to the system operator, agreement of the mentioned documentation by the system operator  and sending the  offer for connection foreseen by the article 69 prima article 6 of these rules  to the person/entity who wants connection.   with the purpose to start survey, person/entity who wants the small capacity power plant to be connected to the electricity network shall address system operator and the system operator shall prepare and issue the offer for connection to the distribution network.      system operator prepares advanced survey of connection to the distribution network within 15 working days upon receipt of the application. if by the mentioned survey is stated that expenditure to be carried out  by system operator for compliance of the request  foreseen by the application exceeds by no less than two times  more the cost of the connection point established by the commission (readiness of the network) and accordingly, connection instead of this cost is not admissible in economical viewpoint, system operator shall send the grounded refusal on connection  requested by the application to the person/entity who wants connection (applicant) and to the commission.    connection to the electricity distribution network of small capacity power plant can be carried out with the following standard options of connection offer: a) organizing of the connection cell in system operator substation b) invasion into the electricity line of system operator   standard option of the connection to the electricity distribution network is determined  by mutual agreement of system operator and applicant (person/entity who wants connection) and in case of disagreement, system operator is obliged to issue an offer for connection to the distribution network in accordance with the article 69 prima article 6 of these rules. for connection of the small capacity power plant to the distribution network, cost of the connection point (readiness of the network) is defined that is established in line with the connecting capacity and is counted as follows:  where,  – cost of connection point of power plant (readiness of the network)               - installed capacity of power plants              –  cost of 1 Мw connеcting capacity of power plant a)  for the plants  with installed capacity up to 2 Мw  k= 60 000 gel (including vat) b)  for the plants with installed capacity from 2 mw up to 15 mw  k = 300 000 gel (including vat)   application form for connection of small capacity power plants to the electricity distribution network  is approved by the commission decision application shall include the following information: personality/name of the person (applicant) who wants connection, identification data, personality of the representative contact info of the person assigned for receiving the technical information name, location  of the power plant to be connected and coordinates of global positioning (gps) type of the primary energy source (hydro, sun, bio and etc.) presumable dates for completion of outdoor electricity supply  works  by the applicant, owner of the small capacity power plant and for the readiness for connection to the network presumable date for launch of small capacity power plant  into exploitation presumable stage of connecting nominal voltage of small capacity power plant and connection point installed capacity of small capacity power plant other information determined  upon commission decision    filled in the application also shall be attached by (is required): a) document confirming the payment of the cost for technical economical survey and first stage of connection to the electricity distribution network defined by the annex n 5 of these rules for the connection of small capacity power plant. b) substantiation on technical necessity for connection on requested voltage stage c) hourly and monthly graphics of electricity forecast generation by small capacity power plant    it is desirable that the filled in the application is attached by: a)       memorandum b)  other documentation second stage – please see on this link: https://www.energo-pro.ge/en/service/stage-ii/41
