The second stage of connection to the distribution network includes the performance of the works stipulated in the technical conditions for connection, the agreement of the technical project by the system operator and the successful completion of the requirements specified in Articles 121-136 of the “Grid Rules”, the operational notification specified in Articles 138-145 and the compliance testing specified in Articles 150-165.
Stage II of connection of a small power plant to the grid begins after the parties sign the connection agreement stipulated in Article 69, Paragraph 1, Article 6 of the above-mentioned Rules and pay the connection fee in full.
For the connection of a small power plant to the distribution network, a connection point (network readiness) fee is determined, which is determined according to the connected capacity and is calculated as follows:
Where, - the connection point (network readiness) fee of the power plant;
- the installed capacity of the power plant;
- the fee for 1 MW of connected capacity of the power plant:
For plants with an installed capacity of up to 2 MW, k = 60,000 GEL (including VAT);
For plants with an installed capacity of 2 MW - 15 MW, k = 300,000 GEL (including VAT).
For example:
The applicant (applicant) is obliged to pay the second stage connection fee in full within 20 (twenty) working days after the parties sign the connection agreement provided for in Article 69, Article 6, Paragraph 1 of these Rules, which is calculated as follows:
a. In case of installing a cell in a substation owned by the system operator, the second stage connection fee is the sum of the second stage connection fee to the electricity distribution network determined in Annex N6 to these Rules in the case of installing a cell in a substation of the system operator and the network readiness fee calculated in accordance with Article 69, Article 2, Paragraph 13 of these Rules.
b. In case of intrusion into the power transmission line belonging to the system operator, the fee for the second stage of connection shall be only the network readiness fee provided for in paragraph 13 of Article 69, paragraph 2, of these Rules.

GNERC Decision #10/2 of March 2, 2023 - On approval of the terms of the agreement on the connection of a small power plant to the electricity distribution network
The applicant (applicant) is obliged, during the second stage of connection to the distribution network, to prepare a technical project in accordance with the technical conditions issued by the system operator and the connection agreement and submit it to both the system operator and the transmission system operator for approval.
After completing the work specified in the technical conditions of connection and the agreed technical project, the applicant (applicant) is obliged to confirm to the relevant system operator the fulfillment of the requirements specified in Articles 121-136 of the “Network Rules”, the operational notification specified in Articles 138-145 and the conformity testing procedures specified in Articles 150-165.
After completing the actions specified in stage 2, the applicant shall apply in writing to the system operator and notify him/her of his/her readiness to connect to the distribution network, which shall be accompanied by:
a) protocols for measuring the primary and secondary switching electrical equipment of the substation of the applicant (applicant) by an accredited person (the protocol shall indicate the conclusion on its suitability);
b) protocol for installing relay protection;
c) expert conclusion on the suitability of the power transmission line connecting the small-capacity power plant to the distribution network;
d) a list of employees responsible for the operation of the electrical equipment of the applicant, indicating the qualification group and contact information;
JSC “ENERGO-PRO Georgia” shall, within 10 working days of receiving a written notification from the applicant about the applicant’s readiness to connect, check the electrical equipment of the applicant for compliance with the applicable rules, technical conditions for connection and the agreed project (hereinafter referred to as the compliance check) and issue a document confirming compliance (technical document for connection to the network). After that, it shall connect the applicant’s electrical equipment to the network, thus completing the procedure for connecting to the distribution network.
When connecting to the existing distribution network for the first time, all electrical equipment to be connected must meet the requirements of these rules, the “Network Rules” and the standards and norms established by the legislation in force in Georgia.
